Meet Our Water Resources Team

We are a small group that has the ability to work big due to the multi-disciplinary structure at Thomas & Hutton. Our group can reach out to our surveyors and GIS departments for mapping; our civil, traffic and structural departments for various site specific needs; and our graphics, marketing and administrative staff to assist in meeting our deadlines. We have assembled a staff of professionals whose individual strengths, when combined together, result in a highly creative and efficient team. 

Richard Karkowski, PE, PH, CPSWQ, D.WRE, Stormwater Manager

Rick has 24 years of experience in planning, analyzing, designing, permitting, constructing, operating, and maintaining water resources-related projects including stormwater drainage systems, flood control projects, and water quality systems.  Rick is experienced in the application of all types of hydrologic, hydraulic, and water quality models.  

Rick has a BS in civil engineering from the University of Florida and holds the following professional registrations: 

  • Professional Engineer in GA, SC, NC, FL
  • Professional Hydrologist
  • Certified Professional in Stormwater Quality

Kevin Smith, PE, CFM, LEED AP, Stormwater Engineer

Kevin has 16 years of experience in drainage and site development projects.  His design experience is multi-disciplined and includes all aspects of small and large scale drainage projects, residential site development and commercial site development.  Experience includes client management, project management, project scheduling, project  coordination, design team supervision, calculations and design of water distribution systems, sanitary sewer systems, storm drainage systems, sedimentation and erosion control systems, and hydrologic/hydraulic studies, preparation/review/submittal of permit documents, construction cost analysis, contract documents, technical specifications, and construction drawings.

Kevin earned a BS in natural resources and forest engineering from SUNY Environmental Sciences and Forestry at Syracuse.  He holds the following professional registrations/Certifications:

  • Professional Engineer in SC, GA, NC, MO
  • Erosion and Sedimentation Control Program Certified #12473
  • Certified Flood Plain Manager
  • LEED Accredited Professional

Jennifer Roach, PE, CFM | Water Resources Engineer

Jennifer has eight years of experience in planning, designing, permitting, and constructing water resource related projects. She has been involved in both large and small scale projects including stormwater drainage systems, flood control studies, and rehabilitation designs. Jennifer is experienced in several types of hydrologic and hydraulic modeling systems.

Jennifer earned a BS in civil engineering from Georgia Institute of Technology and holds the following professional registrations:

  • Professional Engineer in GA, SC & MO
  • Certified Floodplain Manager

Jessica L. Routt, PE, Designer IV

Jessica has 7 years of experience in the fields of coastal and hydraulic engineering with experience in hydrologic & hydraulic analysis for stormwater drainage systems and coastal analysis for projects involving channel and harbor dredging, marina design, and shorefront stabilization by both hard solutions (e.g. bulkheads, revetments, etc.) and soft solutions (e.g. beach nourishment, vegetation, etc.)  Her job skills include developing project plans and specifications, scientific and technical reporting, regulatory permitting at local, state, and federal levels, hydrologic and hydraulic modeling, and GIS integration.

Jessica earned a BS in civil engineering and MCE in coastal engineering from Johns Hopkins University. She is a registered professional engineer in GA, SC, and CA.
