The Horizon Village project is a large-scale, multi-phase redevelopment of the former North Park Village (NPV), a public housing project in North Charleston, South Carolina.     Project Scope and Development Phases

    The overall Horizon Village development spans a 68-acre site, which was rezoned as a Planned Development District (PDD) to facilitate the project’s complex needs. The NCHA owns the property and leases it to the developer, TCG. The master plan for the entire development, designed by Thomas & Hutton, includes a diverse range of housing units:

    • 250 multi-family rental units
    • 121-unit high-rise complex for senior citizens
    • 130 ownership units

    This mixed-income approach incorporates both affordable and market-rate units, creating a more inclusive and economically diverse neighborhood.

    The Final Phase of The Villas at Horizon Village

    The Villas at Horizon Village represent the final phase of this significant development. For this phase, Thomas & Hutton provided extensive services, including site design, civil engineering, permitting, and construction support. This specific part of the project includes:

    • A 60-unit high-rise multifamily rental complex
    • 12 additional multifamily rental units

    These new units are strategically located along Rivers Avenue and complete the full vision for the Horizon Village community. This final phase, like the rest of the project, contributes to the overall goal of providing quality housing and revitalizing the North Charleston area.
