Thomas & Hutton provided master planning, surveying, permitting, roadway design, water and wastewater system design, stormwater drainage system design, and construction administration for a 1,340-acre mixed-use community. Rice Hope was inspired by the New Urbanism model, which emphasizes pedestrian-friendly streetscapes, ample sidewalks, plentiful green space, and a blend of housing types. Streets interconnect in grids to encourage a small-town atmosphere.
The community includes an amenities center, water park with a 2-acre pool, water slides and waterfalls, a 3,100-square foot clubhouse, walking trails, children’s play area, and pocket parks. The development also features approximately 300 acres of protected woods and wetlands, a 27-acre lake, and scenic lagoons. The community’s commercial anchor will be a pedestrian-friendly 70-acre Town Center, complete with shops, services, restaurants, and now a K-8 school, all accented by a fountain, roundabout, and bridge.
