Thomas & Hutton’s Construction Engineering Inspection (CEI) team is where technical expertise meets the sound judgment and communication skills needed to oversee projects through to completion. We are providing CEI services in addition to survey, design, permitting, and right-of-way acquisition assistance for the widening of a 5.5-mile stretch of Horry County’s Carolina Forrest Boulevard from Gateway Drive to River Oaks Boulevard. The project will expand Carolina Forest from a 2-lane to 4-lane road including the addition of a median and over 10 miles of paved multipurpose path to connect residential & commercial developments, and eight new signalized intersections to improve vehicular and pedestrian safety. The project also involves a 16” water main relocation and the reconstruction of a flat slab bridge and segmental retaining wall.
Carolina Forest is one of Horry County’s fastest-growing areas, with multiple new commercial and residential projects in the works. As a result, the project was identified in the 2016 Capital Project Sales Tax Referendum passed by the voters of Horry County. Our crews are on the ground daily monitoring project progress and ensuring accuracy for Horry County Government. What does this mean? We are tracking change orders, costs, measurement, materials quantities, document control, and payment requisition using the APPIA project management program for infrastructure construction projects. All costs and improvement progress are tracked in real-time, ensuring transparency for residents and business owners alike.

1. 5.5 miles of mainline roadway paved
2. 11 miles of 8-foot multi-path paved
3. Addition of eight new traffic signals
4. Installation of 10×8 dual box culvert for stormwater conveyance
5. 5 miles of 16” watermain and appurtenances
