Thomas & Hutton performed route and property surveys for the proposed Camp Hall Rail line to serve the Camp Hall Industrial Park, which includes the new Volvo Manufacturing Plant in Berkeley County. The Class I Freight Main Line will run along majority utility provider, Santee Cooper-owned property and will be owned, constructed, and operated by Palmetto Railways. The 25-mile-long rail line will begin at the CSX Santee Cooper Cross Generating Station in Cross, South Carolina with a terminus at the Camp Hall Commerce Park in Ridgeville, South Carolina.
Thomas & Hutton’s services included the establishment of a control baseline, topographic surveys to create base mapping for project design, property surveys, and preparation of plats for acquisition of the new right-of-way, right-of way monumentation, and centerline staking. This provided Palmetto Railways with the necessary context for evaluating the various route alternatives and providing information to those involved in the decision-making process, including government officials, private business, and the public.
Survey work was substantially completed in October 2018, providing a framework for South Carolina-made goods to eventually travel throughout the region and world via Camp Hall Rail. Thomas & Hutton continues to work with the Palmetto Railways property acquisition team and Berkeley County, as needed, to assist with either purchase or condemnation of the right-of-way parcels and the recording of the plats in the Register of Deeds Office to accompany the property titles.
Camp Hall Rail received a 2019 ACEC National Award of Recognition, as well as an ACEC South Carolina Top Six State-Level Award.
