General McIntosh Boulevard/President Street Utility Relocations

Thomas & Hutton designed relocations and improvements to the existing water and wastewater utilities along the General McIntosh Boulevard and President Street corridors. The planned utility relocations are part of the City of Savannah’s current roadway improvement project, but also part of the long-range civic master plan to redevelop and expand downtown into the East Boundary area. The project consists of planning, design, permitting, bidding, and construction observation of 4,000 linear feet of 48-inch sanitary sewer; 2,500 linear feet of 24-inch water main; 2,000 linear feet of 16-inch water main; 1,800 linear feet of 18-inch high-density polyethylene (HDPE) directional drill wetland crossing; and 1,500 linear feet of 60-inch and 36-inch steel casing jack and bores.

The project also includes the design of a control station and building to regulate flow of groundwater and surface water sources to Hutchinson Island. Significant coordination between roadway design, construction staging, and traffic control was required to design the utility relocations, while preventing any interruptions to water and sewer service. The utilities to be relocated for this project are critical infrastructure providing sewer conveyance to a large portion of the City’s service area, including the entire downtown area. The water system provides service to all of Hutchinson Island and industrial users along the Savannah River.
