Thomas & Hutton provided civil engineering design and project permitting assistance at the federal, state, and local levels for the 200-acre University of South Carolina at Beaufort (USCB). Also included were construction phase services to complete work under critical time constraints. The project was funded by Beaufort County’s Tax Incremental Financing (TIF) district. Phase I included the 60,000-square foot Hargray Building, a multipurpose facility that houses classrooms, student services, faculty, and administrative offices; a science and 25,000-square foot technology building; and a 20,000-square foot library. Due to the project’s schedule, close coordination between all members of the design team was a crucial part of the project from the very beginning.
Thomas & Hutton provided project strategy to complete the work under extreme time constraints. The site development plans included water, wastewater, and stormwater drainage system design and paving and grading for the first phase of the development. Thomas & Hutton prepared separate erosion control plans to accommodate an early tree harvest. Construction phase services included preparation of bid administration, bid recommendations, construction documents, and administration. During construction, Thomas & Hutton provided site contract administration, monthly draw request review, construction observation, value engineering recommendations, shop drawing review, record drawing preparation, and close-out assistance. USCB serves approximately 2,000 students with 30 academic programs and employs approximately 90 faculty members.
